The Comprehensive Hospital Abstract Reporting System (CHARS)
has hospital inpatient discharge information available for
1987 to 2007 Full. The database is used to collect public
information such as the age, sex, zip code and billed charges
of the patient, as well as the codes for their diagnosis and
procedures among other items. The purpose of the CHARS system is to provide public health personnel,
consumers, purchasers, payers, providers, and researchers useful information by
which to make informed decisions on health care. The CHARS system provides those
concerned with the development of public policy with information necessary to
analyze many significant health care issues. Specifically, the department uses the
CHARS data system to:
- Identify and analyze health trends related to patients hospitalizations;
- establish statewide diagnosis related groups (DRG) weights;
- create hospital specific case mix indices; and
- identify and quantify issues related to health care access, quality, and
cost containment.

UB-04 Project
The UB-04 project is the conversion of CHARS to the new Medicare
UB-04 claim form starting with July 2007 data.
CHARS 2007 Full -1998 Standard Reports and Year specific
information
Reports of Discharge counts, Patient Days, payers, patient
origin as well as footnotes on the data.

This file layout tables list the "Public" data
elements available in the CHARS Public Dataset and includes some
code dictionaries.
There are five tabs in the file, one for each table in the
inpatient dataset.

which has Demographic and Clinical information (which
includes the first 9 diagnosis, first 6 procedure and 1st ECode)
Revenue
Diagnosis which has all the diagnosis codes
Procedures which has all the procedure codes
ECode which has all the E codes

CHARS
History
A chronological listing of the changes in Hospital status over
the years of CHARS in a word document. This includes name
changes, DOH license number changes, Medicare license number
changes and other pertinent information.
CD-Rom Information
Directions on how to use the CD-Rom, including description of
the files and contact information for help.
Hospital Directory for
CHARS Hospitals
This file lists the License Number, Hospital Name, CHARS Unit
Type, Address, City, State, Zip Code, County.
