Block GrantTitle V Federal Block GrantThe Office of Maternal Child Health (MCH) writes an annual report and application to receive Title V funding to support health services for women, infants, children, adolescents and children with special health care needs. Congress created Title V in 1935 as part of the Social Security Act. It is one of the largest federal block grant programs and is administered by the Maternal and Child Health Bureau. For Washington State’s MCH Block Grant, including the Five-Year Needs Assessment, please go to the Title V State Narratives, and click on Washington.
