School Rule Development Committee

The School Rule Development Committee (SRDC), see members and staff, was formed in November 2004 to advise DOH and the State Board of Health (SBOH) on proposed revisions to Chapter 246-366 WAC. These regulations govern environmental health and safety for Kindergarten through 12th Grade schools in Washington State.

SRDC Goals

  • Proactively protect children’s health

  • Are based on the best available science
  • Ensure accountability between school districts, local health jurisdictions and their communities
  • Support and promote current school health and safety programs that work
  • Have the least burdensome regulatory structure
  • Are compatible and consistent with existing related regulations (such as building codes)
  • Are realistic about resource limitations of schools and local health jurisdictions

Technical Workgroups

Three Technical Workgroups on Drinking Water, Indoor Air Quality, and Safety were formed to develop recommendations for the SRDC.

The parameters for the Technical Workgroups were as follows:

  1. Technical Workgroups formed to support the work of the SRDC operated under the SRDC Working Agreement in Word 41KB or PDF 57KB.

  2. Formation of Technical Workgroups provided for including persons with technical expertise and experience to assist with clearly articulating the issues and formulating options in response to them.

  3. To maximize the effectiveness of the Technical Workgroups, membership represented the range of perspectives and points-of-view, including the appropriate technical expertise, and was limited in size (10 – 12 persons).

  4. Technical Workgroup meetings were open, public meetings. Persons with interest in the topics addressed by the workgroups were encouraged to attend and participate in the discussions.
