Ambulatory Surgical Centers (ASC) are distinct facilities that provide short-term surgical services to patients not requiring hospitalization. ASCs are not licensed by the state. Some ASCs are required to obtain a license from the State Board of Pharmacy as written in RCW 18.64
ASC services are those that generally do not exceed 90 minutes in length and do not require more than four hours recovery time. An overnight stay may occur after unanticipated medical circumstances. However, when extended care is anticipated, the surgical procedure should be performed in a hospital. ASC services are performed by licensed physicians in a safe and sanitary environment. Each Center has emergency equipment and trained personnel. Nurses are available to assure that patient needs are met. Pharmacy services are also available. Laboratory and radiological services may be performed on site or through agreements with other approved facilities. Medicare pays for services provided in ASCs who voluntarily seek certification and are approved by the federal Health and Human Services, Centers for Medicare and Medicaid Services (CMS). CMS contracts with the State Department of Health to evaluate compliance with the federal regulations by periodically conducting unannounced surveys in these centers.
