Rural Assistance Center
Consolidated assistance center for federal grant opportunities relevant to rural health. The list is organized by deadline reminders, new grant additions, master list and additional federal funding resources. For more information see: Rural Assistance Center.

Information on Funding Programs, Grant Deadlines, Conferences and General Information for Grant seekers (information available for a fee) GrantStation quickly and easily links nonprofits to all current sources of grant money, while also teaching these organizations how to secure available funding. The bulletin represents private and nonprofit foundations that fund programs related to rural health. The Foundations list is organized by special funding initiatives, fellowships and health professions education assistance and national foundation master list. Foundation Center
Is a good source of information on foundations. The Foundation Center's mission is to support and improve institutional philanthropy by promoting public understanding of the field and helping grant seekers succeed. For more information see: Foundation Center.

Health System Resources Grant Program, Washington State Department of Health (state) State Grant Program targeted to rural and urban underserved populations. Funding is appropriated each biennium; awards are made via a competitive application process. For more information see: Health Systems Resources grant program.

Washington Health Foundation Grant (private)
Grant program consistent with the Washington Health Foundation mission, to make Washington and its communities the healthiest in the nation.  Grant funds are focused on building Healthy Systems and promoting Healthy Living. Awards are made via a competitive application process. For more information see: Washington Health Foundation.

HRSA Rural Health Outreach Grant Program
The Outreach grant program typically has an annual announcement and competition for awards; however for Fiscal Year 2008, there will not be a competitive cycle. The next competitive announcement is expected for the FY 2009 funding cycle with the guidance being released around June, 2008. Assuming that there will be level funding for FY 2009, the Office plans to fund approximately 90 Outreach grantees with a start date of May 1, 2009.

HRSA Network Development Grant Program- 3 years (federal)
Grants are available to support the planning of vertically integrated health care networks in rural areas. The emphasis of the program is to develop the organizational capabilities of these networks. A rural public or non-profit private organization that is or represents a network and is located in a rural county, or, an organization constituted exclusively to provide services to migrant and seasonal farm workers in rural areas and supported under Section 330(g) of the Public Service Act, is eligible to apply for this grant. Awards are made annually via a competitive application process.  The application deadline for 2007 has passed.  For information that may help you plan for next year's grant go to: Network Development Grant.

HRSA Network Development Planning Grant Program- 1 year (federal)
The purpose of the Rural Health Network Development Planning Grant Program is to provide support to entities that need assistance to plan, organize and develop a health care network because they do not have a significant history of collaboration and are not sufficiently evolved to apply for a three year Rural Health Network Development Grant. This support may be sufficient to jumpstart a network into becoming operational and developing strategies for becoming sustainable. The grant program supports one year of planning to develop and operationalize health care networks, consisting of at least three health care providers, in rural areas.  The application deadline for 2007 has passed.  For information that may help you plan for next year's grant go to: Network Development Planning Grant.

HRSA Nursing Education and Practice Grant Programs (federal)
Grants and loan repayment programs to increase the number of qualified nurses and the quality of nursing services across the country. For more information see: Nursing Education Grants.

USDA Distance Learning and Telemedicine Grant Program (federal)
Focused on providing access to distance learning or telemedicine applications, services, hardware and software to rural communities and rural residents. For more information see: USDA Distance Learning & Telemedicine or phone 202-720-0413

State Rural Hospital Flexibility Program (federal dollars passed through the state) Washington State is participating in this program to promote the objectives of the Critical Access Hospital Program: support quality and performance improvement, development of rural hospital networks, integration with rural emergency medical systems, and promoting telehealth and statewide connectivity. Kresge Foundation (private) awards challenge grants for capital projects, including building construction and renovation, and for the purchase of major equipment and real estate. No geographic restrictions. For more information see: Kresge Foundation or call 248-643-9630

The National Rural Funders Collaborative
Is a partnership of national and regional funders, grass roots practitioners, policymakers, and the private sector to leverage $100 million over the next 10 years for the purpose of expanding resources for communities and families in rural areas facing persistent poverty. In addition to its work to leverage new and sustainable resources for rural areas, NRFC is working to develop a learning network in which rural stakeholders can improve the viability and livability of rural areas through identification of best practices in the areas of impact, leverage and policy change. The Beaumont Foundation of America
Grants state-of-the-art, wireless laptop computers and technology equipment to schools and community groups serving low-income populations and individuals, as well as community and individual pilot project grants. For more information see: Beaumont Foundation

Washington Health Care Facilities Authority
Provides access to capital funding for modern, well-equipped reasonably priced health care facilities. For more information see: Washington Health Care Facilities Authority.

Universal Service Fund
Provides subsidies for rural telecommunication services. For more information see: Universal Services Fund.

U.S. Department of Commerce Technology Opportunities Program
has programs targeted for telecommunications and information infrastructure assistance. For more information see: National Telecommunications and Information Administration.

U.S. Department of Agriculture
Has a variety of programs targeted to rural areas. For more information see: USDA Rural Development or call Debbie Harper at 360-704-7764 in Olympia, Washington.

One specific program of interest from USDA is the Rural Broadband Access Loan and Loan Guarantee Program.

Washington State Department of Community, Trade and Economic Development

Community and Migrant Health Centers (Federal)
Applications to become or to maintain status as a Community and Migrant Health Center are due annually. This program is designed to promote the development and operation of community based primary health care services in medically underserved areas for medically underserved populations. Grants are given to selected entities. Enhanced reimbursement is also available to these entities. For more information see: Health Center Program.

Rural Health Clinics (RHC)
Must be located in communities that are both “rural” and “underserved”. They may be proprietary or not-for-profit. They must meet certain federal requirements and be certified by Medicare. They receive enhanced reimbursement for Medicare and Medicaid patients, but no grants or subsidies. For more information see: Rural Health Clinics.

Washington State Health Care Authority Community Health Services
Provides grants to support primary health care services or dental services. Clinics must meet certain criteria. For more information see: Community Health Services or call 360-923-2777.

Medicare 10 Percent Rural Bonus
Under this program Centers for Medicare and Medicaid Services gives a 10 percent bonus payment for Medicare-reimbursable physician professional services (excludes technical or diagnostic services) provided within the geographic health professional shortage area. The Office of Community and Rural Health 360-236-2800 has maps of geographic health professional shortage areas or can tell you the process for determining whether your area might qualify as a shortage area. Washington State J-1 Visa Waiver Program
Provides up to 30 visa waivers per year to allow foreign trained physicians to work in underserved areas of Washington State. For more information see: J-1 Visa Waiver.

State Loan Repayment and Scholarship Program
Provides scholarship and student loan forgiveness in exchange for a service commitment in an underserved area in Washington State. For more information see: Loan Repayment & Scholarship or call Kathy McVay 360-236-2816.

Rural Locum Tenens Program
Help to arrange for and financially support temporary coverage for health care providers (MD/DO, ARNP, PA and Pharmacist) in rural areas when they are unavailable due to illness, vacation, or attendance in training programs. Volunteer Retired Providers
(MD/DO, ARNP, PA, Dental Hygiene, DDS and Pharmacists) are supported by having their malpractice insurance and license fee paid. For more information contact the WWAHEC at 206-441-7137 or see: Volunteer Retired Providers

National Health Service Corps
Health care professionals are available for service in underserved areas. For more information see: National Health Service Corps or call Juno Whittaker at 360-236-2812.
