What types of positions are eligible?

The loan repayment program is targeted to health professionals providing primary medical and dental care in primary care facilities.

Loan Repayment is not offered to providers whose practice focus is specialty or emergency care.  If you are not clear whether the position for which you are seeking loan repayment is eligible, contact Kathy McVay at (360) 236-2816 for more information.

What types of positions are eligible?
The HPLRP is targeted to health professionals providing primary medical and dental care in primary care facilities. The provider types for which we are accepting site applications are:

v      General Family MD and DO

v      Naturopathic Physician

v      LPN

v      General Internist

v      Physician Assistant

v      Nurse-Midwife

v      OB/GYN

v      Nurse Practitioner

v      Licensed Midwife

v      General Pediatrician

v      Registered Nurse

v      Pharmacist

v      General Dentist

v      Dental Hygienist

 

What are the most common mistakes in filling out the Site Application?

Incomplete applications will not be reviewed.

Three common areas of missing information:

  1. Incomplete Medicaid and Sliding-Fee Discount Schedule patient profiles.  To skip this section you MUST be a Community Migrant Health Center or a Tribal Health Center.  If you are in doubt, fill it out!
  2. Incomplete FTE data. Currently filled and vacant FTE counts must be provided for all provider types.
  3. Incomplete provider descriptions.  We need to know provider type and specialty and whether they are full or part-time.  Information on required qualifications is not required to score an application.  However, providing this information may increase your score.

Are part-time providers eligible?

Yes, however, they must work at least halftime.  The three-year loan repayment service obligation is prorated to match a full-time obligation.  A half-time loan repayment provider would have a six-year service obligation.

Can a provider work at more than one site?

Yes. But sites must be identified during the site application process and a separate application filled out for each site.  Service obligations are calculated based on the percentage of time spent at the approved site.

Are new practices eligible?

New facilities or practices without a history of patient data to provide Medicaid and sliding-fee discount schedule patient counts may propose an estimated service level.  The proposed service levels must be accompanied by a description of what measures the site will take to achieve that level of service (e.g. introduction or increased availability of a sliding-fee schedule discount structure, or increasing access and outreach to Medicaid patients).  Sites that propose high levels of service and do not make good faith efforts to achieve proposed levels might be disqualified from future application cycles.

When will the priority site list be released?

We will notify you by letter in October.

Should I offer Loan Repayment to a provider once my site has been approved for the priority list?

NO!  Making the priority site list does not guarantee that position will receive loan repayment.   The provider must successfully complete a Provider Application.  Loan repayment awards are made on a funds available basis and are subject to review by the HPLRP Advisory Committee.  Not all positions making the priority site list are funded, even if the provider submits an application.

My position has made the priority site list, how do I get a provider application?

Provider applications are available in November. You may download an application from our website at: http://www.hecb.wa.gov/paying/waaidprgm/health.asp  or you may request an application by calling (360) 236-2817.

When are loan repayment awards made?

Final decisions on loan repayment are made in two cycles.  The first round is in late March and the second round is in late August.
