Purpose:  

The purpose of this policy is to document general guidelines for work hours.

Philosophy:

Work hours should be scheduled so that the duties of the employee and service to clients are accomplished in the most efficient and productive manner.  Variations in work hours may be approved when the supervisor/manager determines there is no detrimental effect on service to the public, productivity or achievement of the Department's mission.  No schedule should be considered permanent and will be altered to meet changing demands of the job or changing needs of staff.  Within these constraints, variations in work hours are encouraged for the promotion of the following goals:

1.      Allowing employees greater freedom in selecting working hours to meet their family needs.

2.      Allowing employees greater freedom in selecting working hours to encourage exercise/leisure or other wellness activities.

3.      Allowing employees greater freedom in selecting working hours to encourage continuing education or other personal growth opportunities.

4.      Allowing employees greater freedom in selecting working hours to encourage community service or other worthwhile pursuits.

5.      Avoiding traffic congestion during peak commuting times.

Definitions:

Note: Some labor agreements may include alternative definitions and provisions.  These agreements will be modified through the normal collective bargaining process and supercede this policy until such time as modified.

Flextime is the deviation within the 8-hour day of starting time, quitting time and duration of lunch breaks from the standard 8:00 a.m. to 5:00 p.m., with a 1-hour lunch break.  Flextime may be approved on an ongoing or episodic basis.  For full-time employees a portion of each workday, Monday through Friday (except when a holiday occurs), is worked.

Alternative Work Schedule is a deviation from a schedule for a full-time employee that includes working parts of each day, Monday through Friday, in the office.  Alternative workweeks for full-time employees may involve working less than five days in the workweek or working at sites other than the office.  Alternative workweeks may be approved on an ongoing or episodic basis.  For full-time employees covered by the Fair Labor Standards Act (FLSA) the workweek will consist of 40 hours.  Full-time staff exempt from FLSA are generally expected to work 40 or more hours per week.

Policy/Procedures:

The supervisor and employee should agree on the hours of work.  All agreements should be recorded in writing, including the plan for handling holidays.  Breaks may not be skipped or stacked with lunch periods to shorten the workday.  A minimum 1/2-hour lunch should also be included, except in rare isolat4d instances.  Ongoing schedules should be reviewed at least annually to insure compliance with the above policy.

If the supervisor and the employee cannot agree on the hours of work, Human Resources will be available to help mediate the dispute.  IF mediation is unsuccessful, an appeal can be made to the Executive Leadership Team, who will make the final decision.
