Board holds continuation hearing on school environmental health and safety rule

At its September 10 meeting in Olympia, the Board will continue a public hearing on its school environmental health and safety rule and will consider whether to adopt the proposed rules. The Board will hear a summary of additional comments received since the August 27 hearing in Spokane.

A final agenda is attached. Meeting materials will be available on Friday, September 5.


Board held hearing on school environmental health and safety rule

At its August 27 meeting in Spokane, the Board held a public hearing on its school environmental health and safety rule. Prior to the hearing the Board discussed differences between the June draft and the published draft as well as reviewed comments received. Meeting materials are available.


Board files formal rule proposal for School Environmental Health and Safety

After more than four years of working with stakeholders through a variety of workgroups and discussion drafts, the Washington State Board of Health has filed an official proposal for updating its K-12 school environmental health and safety rule.

The Board will hold a public hearing on August 27 at the Red Lion Hotel at the Park, 303 W. North River Drive, Spokane. The hearing will be continued on September 10 at the Red Lion Hotel, 2300 Evergreen Park Drive, Olympia. Both hearings start at 1 p.m.

Written testimony may be submitted to the Board on-line through the DOH rule comment Web site, http://www3.doh.wa.gov/policyreview/, or by sending an e-mail to School.Rule@doh.wa.gov.  Written comments will be accepted through September 10, 2008.


Board discussed school environmental health and safety rule revision, HIV counseling and testing rule

At its June 11 meeting in Puyallup, the Board received multiple briefings and discussed next steps related to its school environmental health and safety rule. The briefings included how other states provide for school environmental health and safety; the Office of the Education Ombudsman; and draft rule proposed for publication, policy elements and economic analyses.

Other items on the agenda included a briefing on requests for rule revisions and next steps on its HIV counseling and testing rule and a discussion on its preliminary 2009-2011 strategic plan. A final agenda and meeting materials are available.


Board held hearings on shellfish related illness, newborn screening

At its May 14 meeting in Eastsound, the Board discussed rules related to schools, shellfish and newborn screening. It held a public hearing on, and adopted, changes to the shellfish rule intended to control Vibrio parahaemolyticus. It also held a public hearing on, and adopted, a proposal to add 15 disorders to the list of genetic conditions for which all newborns must be tested. The Board received an update on the school environmental health and safety rule development process. Other items on the agenda included a briefing on the Health of Washington State report and discussion with the San Juan County Board of Health about local issues. School Environmental Health and Safety Rule Revision

The Board has been working with the Department of Health and stakeholders since 2004 to modernize its school environmental health and safety rule. The Board has organized a series of workshops with selected stakeholder representatives to review draft language for technical clarity. The goal is to eliminate confusion from unclear language and to clearly articulate areas of disagreement.  There will be five workshops between April 4 and May 20.  The Board will be briefed June 11 and a rule hearing is tentatively scheduled for August 13. Board discussed response to vaccine shortages, shellfish-related illness

At its March 12 meeting, the Board discussed future response to shortages of vaccines required for child care and school entry and was briefed on Vibrio parahaemolyticus in shellfish. The Board also received an update on the school environmental health and safety rule development process. Other items on the agenda included a legislative update and discussions on the Board's authority to propose legislation, the structure and membership of its policy committees, and health record banks.
